Palestinian Refugees: The Right of Return by Naseer Hasan Aruri, With renewed conflict in the Middle East, the prospect of a peaceful resolution looks more unlikely than ever. The Palestinian right of return to their homes has been upheld in international law and through United Nations' resolutions for fifty years. Equally the right of return has been denied by Israel and deferred to a "final status" issue in the Oslo Accords. It is on this right of return that the Palestinians are united. And it is this issue which is so frequently ignored by the international media. With major contributions from a range of international experts, including Edward W. Said, Noam Chomsky, Norman Finkelstein, Ilan Pappe and Alain Grosh, this volume examines the Palestinians' right of return. Chapters cover the historical roots of the Palestinian refugee question; the rights of the refugees under international law; the special case of Lebanon; Israeli perceptions of the refugee question; the practical feasibility of the return; the role of the United States and the European Community and the Refugee Question; the value of the refugee property; the principles of compensation; and a program for an Independent Rights Campaign.
Refugees Into Citizens: Palestinians and the End of the Arab-Israeli Conflict by Donna E. Arzt, X Refugees into Citizens: Palestinians and the End of the Arab-Israeli Conflict, a provocative and timely new book by Syracuse University international law professor Donna E. Arzt, offers an unprecedented blueprint for resolving what is often called the "last taboo" in the Arab-Israeli peace negotiations: a just and permanent solution to the problem of over three million Palestinian refugees. This book represents the first comprehensive effort to place the inclusion and dignity of Palestinian refugees at the core of creating viable and lasting peace in the region. Arzt blends traditional academic scholarship with a practical policy prescription: the end of the Middle East conflict can only be achieved when all Palestinian refugees are offered dual citizenship, compensation for lost property, and/or voluntary absorption options in either a future state of Palestine, other Arab states in the region, the broader international community, or on family reunification grounds, repatriation in Israel. Arzt argues that compensation should be based on a "no fault" assumption, and that all involved parties share equal responsibility for refugee absorption.
